You&#039;re right that it won&#039;t actually reverse the Supreme Court ruling, but if a law is passed defining life as beginning at conception, that makes abortion legally the same as murder, and therefore the states will have to recognize the practice as illegal, at least in the vast majority of cases.  It would leave prosecution up to the states, however, as it should (it&#039;s up to the states to prosecute all non-federal crimes such as murder, theft, etc.).</description>
